The California Energy Commission's Emerging Renewables Program (ERP), the predecessor program of the California Solar Initiative, funded PV, wind, and fuel cells from 1998 up to the end of the ERP on December 31, 2006. Approximately 26,700 PV systems on residential properties were installed and paid for by the rebate, with an installed capacity of 99.11 megawatts (MW).
Under ERP, the PV system size limitation was 30 kilowatts (kW). Its complementary program (Self Generation Incentive Program - SGIP) was for systems larger than 30 kW and included other technologies as well (wind, fuel cells, combined heat and power, and biogas). Approximately, 6,300 larger PV systems were installed under the SGIP with a capacity totalling 180.426 MW.

As of June 2008, the California Solar Initiative (CSI) had applications equaling 251.5 MW of new solar, including 59.4 MW added in the first six months of 2008.
The program has 33.4 MW of installed projects, including 14.2 MW completed in the first quarter of 2008. The July 2008 CPUC progress report noted that California is roughly on target to meet its 10-year goal of adding 1,750 MW of solar generating capacity by 2016. It adds that this level of program demand, the CSI would add 1,640 MW over 10 years.
The active applications in the CSI are worth an estimated $649 million of solar incentive payments. In the first fifteen months, the program has received over 10,000 applications for solar incentives. Existing residential applications (8,786 active applications) make up 89% of all applications received. However, the total capacity of non-residential applications (207.3 MW) makes up 83% of the capacity of the applicant pool. Solar installations in 2008 are expected to be at least 100 MW, which would exceed installations in 2007.
